More than 100 Mustang residents found in 2010 their money was drained from their bank accounts, traveling the globe,without their permission.
The number of identity theft and credit card crimes reported by Mustang residents almost doubled in 2010. Eighty-two Mustang residents reported charges to their credit cards they didn't make, up from 43 in 2009, and another 33 residents told police thieves used their identity to set up fraudulent accounts, up from 20 the previous year.
Capt. Willard James said identity theft and credit card crimes are among the most difficult for local law enforcement to investigate because the crimes transverse state and national borders. Residents' best defense is information, he said.
“Look at their statements,” he said. “If they have the online capability, get online and look at your accounts so they can readily spot any kind of activity on their account that is unlawful and shut it down quickly.”
James said residents should report any breach of their personal information immediately to their financial institution. If they lose a debit or credit card or checks, they should report it so their bank or credit card company can cancel accounts and watch for fraudulent activity.
Victims who detect the fraud sooner can help limit the amount stolen from their accounts and loss for retailers and their bank, he said.

Call volumes climb
Mustang police officers fielded 11,366 calls in 2010, an increase of 681 calls from 2009. That didn't bring officers back to an all-time high of 11,998 recorded in 2008. In 2007 officers received 11,700 calls, 11,707 calls in 2006 and 11,824 calls in 2005.
Although call volume increased, the number of cases investigated by officers did not. Police filed 1,464 cases, down 225 from 1,689 in 2009 and 1,556 cases in 2008. The number of reported incidents spiked in 2007 with 1,816 cases.

One fatality accident
Mustang had one fatality accident in 2010. Mustang businessman Jerry Allen Pratt, 44, died July 16 after a pickup truck collided with his motorcycle in the 200 block of East state Highway 152.
A 61-year-old man may still face a negligent homicide complaint in connection with the accident. James said officers are still waiting on state reports.

Traffic accidents decline
The overall number of traffic accidents fell for the first time in four years, though the number of injury accidents continued to climb steadily.
Officers responded to 76 accidents involving injuries in 2010, up from 69 in 2009, 62 in 2008, 54 in 2007 and 53 in 2006. James said police record any complaint of pain from driver or passenger as a possible injury, regardless of whether medical attention is sought.
Drivers had fewer noninjury accidents with 146 reported in 2010. Drivers had 169 noninjury accidents in 2009, 166 in 2008, 198 in 2007 and 149 in 2006.

Complaint in former officer's death not filed
Police investigated a second-degree murder case in 2010, but James said the district attorney's office did not file charges.
Retired Mustang Police Lt. Samme N. Reed, 67, collapsed April 21 after following two people from the Mustang Wal-Mart. He died that day at a local hospital.
Police arrested James Lawrence Eastham, 32, of Kingfisher, and Violet Gail Hobbs, 40, of El Reno.
Eastham was sentenced July 30 in Canadian County District Court to 30 years in prison after he pleaded guilty to two counts of felony larceny from a retailer in connection to thefts of computers from the El Reno and Mustang Wal-Mart locations, one count of felony possession of a controlled dangerous substance methamphetimine with intent to distribute, one felony count of manufacturing a controlled dangerous substance and two felony counts of possession of drug paraphernalia. He also plead ed guilty to a misdemeanor count of larceny from a retailer under $500.
Hobbs faces one felony count of larceny from a retailer and another misdemeanor count of larceny from a retailer in connection with the Mustang theft.

Violent crime
No first-degree murders were reported in Mustang for a third year. One murder was reported in 2006 and again in 2007.
*One rape incident was reported in 2010. Four rape incidents were reported in 2008 and 2009, three were reported in 2007 and six in 2006.
*One first-degree robbery was reported in 2010, and another robbery with a firearm was reported. Two second-degree robberies were reported last year.
No robberies were reported in 2009, two in 2008, four in 2007 and one in 2006. Robbery is the act of taking property from someone through threat of harm.
*The number of aggravated assault and battery cases fell to 17 in 2010, from 41 reported in 2009, 44 in 2008, 45 in 2007 and 43 in 2006.
*Officers investigated nine child abuse reports in 2009 and 2010. Ten incidents of child abuse were reported in 2008 and 2007. Five were reported in 2006.

Property crimes
The number of property crime cases fell in 2010.
“We did take measures and step up patrols and over the summer time especially in the evening and night time hours in our residential areas to try and combat that,” James said.
*No first-degree arson cases were reported in 2009 and 2010. One was reported in 2008, two in 2007 and one in 2006. First-degree arson is the intentional burning of a building occupied by people.
*Police investigated nine cases of first-degree burglary in 2009, up from six in 2008 and four in 2007. Nine incidents were reported in 2006. A first-degree burglary is a crime in which someone enters a house while people are in the home.
*Eighty second-degree burglaries were reported in 2010. In 2009, 84 were reported, which was a significant increase from 68 in 2008, 66 in 2007 and 72 in 2006.
*Police investigated 15 larceny of auto reports in 2010, 29 in 2009, 25 in 2008, 24 in 2007 and 49 in 2006. A related crime is unauthorized use of a motor vehicle. Officers investigated 4 incidents in 2010, 12 in 2009, two in 2008, 13 in 2007 and nine in 2006.
If police find a driver using a vehicle reported as stolen from another city, James said often the department seeks an unauthorized use of a motor vehicle complaint.
“We can't necessarily prove that they stole that vehicle,” he said. “We sure can prove that they are in it and driving it around.”
*Larceny over $500 cases continued to fall in 2010 to 28; 37 were reported in 2009, 63 in 2008, 51 in 2007 and 49 in 2006.
*Vandalism fell to a new low in 2010 with 101 incidents reported. One of those incidents targeted Mustang Cemetery. In 2009, 146 incidents reported, including one targeting the cemetery. In 2008, 131 incidents were reported, 165 in 2007 and 141 in 2006.

Other financial crimes
*One counterfeiting crime was reported in 2010, seven in 2009, three in 2008 and five incidents in both 2007 and 2006. James defined counterfeiting crimes as any document created falsely to represent money, whether it be a counterfeited check, a bond or dollar bills
*Twelve embezzlements were reported in 2010, 11 in 2009, eight in 2008, seven in 2007 and eight in 2006. James defined embezzlement as a case in which an employee has taken company property.
*Nine uttering a forged instrument incidents were reported in 2010, one in 2009, nine in 2008, 14 in 2007 and seven in 2006.
Drug-related
offenses
*Police investigated 11 drug possession cases in 2010, excluding marijuana, 14 in 2009, 10 in 2008, 15 in 2007 and eight in 2006.
*The number of marijuana possession cases climbed to 23. Police also investigated one case of marijuana with intent to distribute. Fourteen incidents were reported in 2009, 27 in 2008, 31 in 2007 and 18 in 2006.
*Officers received one report of people trying to obtain prescription drugs illegally through a forged prescription or by misidentifying themselves to pharmacy staff. Four incidents were also reported in 2008 and 2009, and two incidents were reported in 2007 and 2006.
*The number of driving under the influence of intoxicants cases rose to 38 in 2010, from 27 in 2009, 29 in 2008, 24 in 2007 and 19 in 2006. Police investigated six incidents of a related crime, actual physical control of a vehicle under the influence of intoxicants, in 2010. Six cases were also reported in 2009, in 2008, four in 2007 and seven in 2006.
*Police made 48 public intoxication arrests in 2001, 45, in 2009; 74 in 2008, 44 in 2007 and 39 in 2006.
uPolice detained youth in five minor in possession of alcohol or beer incidents, four in 2009, 19 in 2008, 10 in 2007 and seven in 2006.
*Police did not investigate any cases under the city's social host law in 2009 and 2010. In 2008, police investigated two incidents of adults giving or selling beer to minors and made their first two arrests under the social host law, which was adopted in October 2007. Under Mustang's social host ordinance, a person in control of a gathering or party — at least three people — where alcohol is consumed by anyone younger than age 21 is culpable for that crime.
